行政院會通過軍人年改方案，除了最低保障金額（樓地板）為38990元，服役20年起支俸率也訂在55%、年增率2%等，預計與公教年改一同在7月上路。對此，國民黨立法院黨團書記長李彥秀認為，政院版本對於現職軍官來說有所提提升，但對於退休軍官的權益仍有所影響，不僅退休軍人團體不滿，現職軍人也會擔憂這樣破壞信賴保護原則的做法，有第一次可能就有第二次，「年金政策的不確定性，恐怕撼動募兵的基石。」
李彥秀表示，版本確認後，才是溝通的開始，而過去退輔會、國防部都宣稱已有多次溝通，但都是在沒有具體版本，只有方向的前提下討論，與現役軍人更僅以問卷方式了解意見，都不是有效的溝通。她也說，國防部、退輔會應針對已通過的行政院版本重新進行溝通，更不應該把溝通責任丟給在野黨。
李彥秀進一步強調，待行政院版本送進立法院後，國民黨團將具體要求精算報告，以了解對於退輔基金永續的成效，審查前也會要求一定數量的公聽會，讓外界的聲音進來，了解各方意見及對於國軍戰力的影響，同時希望執政黨黨團應先做好內部溝通，不要審議時執政黨還有不同的雜音，大玩兩面手法。
